National Inventory of Chemical Substances

LAW Nº 15.022 OF 13th NOVEMBER, 2024 was published in the Federal Official Gazette - Section 1 - 14th November, 2024, Page 3: "Establishes the National Inventory of Chemical Substances and the risk assessment and control of chemical substances used, produced or imported into national territory, with the aim of minimising adverse impacts on health and the environment; and makes other provisions".


The legal standard contains the following main requirements:


  • Art. 6º Chemical substances themselves, or when used as ingredients in a mixture, that individually reach a quantity equal to or greater than 1 (one) tonne of production or import per year, considering the average of the last 3 (three) years, must be registered in the National Inventory of Chemical Substances;

  • Art. 10. The deadline for the inclusion of information in the National Register of Chemical Substances, to form the National Inventory of Chemical Substances, will be 3 (three) years from its availability, without prejudice to production, import and use activities;

  • Art. 11. The registered information must be updated, when there is a change in the data, by 31 March of the following year;

  • Art. 18. Animal testing should be the last resort to determine the danger of a chemical substance and can only be used if all alternative methods have been exhausted;

  • Art. 20. The chemical substances evaluated may be subject to risk management measures, as decided by the Chemical Substances Deliberative Committee;

  • Art. 24. Manufacturers and importers of chemical substances subject to risk management measures may be required to provide periodic information to the National Register of Chemical Substances, and the periodicity and information to be requested shall be defined by the Deliberative Committee on Chemical Substances;

  • Art. 37. The Fee for Registration, Evaluation and Supervision of Chemical Substances is hereby instituted.


The following points will be defined shortly for the application of the law::


  • Art. 41. The government shall appoint the authority responsible for implementing this Law;

  • Art. 42. The government must regulate this law within 180 (one hundred and eighty) days of its publication;

  • Art. 43. The government shall have a maximum period of 3 (three) years after the publication of this Law to develop or adapt the computer systems necessary for the implementation of the National Inventory of Chemical Substances.


It is hoped that in the coming months we will have more information on "How" the above requirements will be implemented.
